REFAC is a coalition of civil society organizations working for the promotion of quality basic education for all in Rwanda.
REFAC endeavors bring together non governmental organizations, media groups, researchers, human rights activists and other education professionals to advocate for quality basic education in Rwanda.

REFAC in the past years has carried out a number of advocacy interventions especially focusing on research and workshops with education stakeholders. It has also participated regional partner meetings organized by ANCEFA in collaboration with GCE. Despite of all these efforts, REFAC’s advocacy interventions have lacked proper coordination and with a clear defined strategy. In trying to bridge this advocacy REFAC has developed the strategy to guide its policy advocacy interventions over the next years.
